Rotting Public Corruption eventually floats to the surface, as in the case of wide spread California Public Corruption cover up involving the California State Bar (CSB), it's Board of Trustees (BOT), it's Attorneys, and its staff. All with the criminal support of the California Judicial System, and the Los Angeles County Public Defenders Office. Another Public Defenders Office, like San Diego that has ignored it obligations under the law, to protect the citizens of California.
All in open criminal conspiracy with the CA Attorney Generals Office, and the FBI/DOJ.
AG KAMALA HARRIS AND THE AG'S OFFICE KNEW EVERYTHING AND ACTIVELY CONSPIRED TO COVER IT UP TO PROTECT WIDE SPREAD DEMOCRAT AND PUBLIC UNION ELECTION FRAUD, CIVIL RIGHTS CRIMES, AND EVICENCE TAMPERING IN ALL DIRECTIONS IN SAN DIEGO COUNTY, CA. PUBLIC UNIONS THAT FINANCED HER ELECTION CAMPAIGNS.
In late 2014 that Rot hit the surface, with enough hard evidence, to fill volumes, and put dozens of Attorneys, Judges, Law Enforcement Officers, and Elected Officials in Prison. The hard evidence is the November 2014 filing of Law Suit #BC563715, titled "Joseph Dunn et al. V The State Bar of California et al".
A Lawsuit that provided more confirmation, under penalty of perjury, on years of Public Corruption cover up in the State Bar. Massive Public Corruption, and Obstruction of Justice Conspiracies, involving large numbers of Public Prosecutors, Judges, Law Enforcement Officers, and it's cover up inside the CSB. Much of which is directly linked to The San Diego District Attorney Office. Sworn testimony that has put the Judicial System into cover up panic mode, just like the CSB.
Senator (Ret.)Joseph Dunn was the Executive Director of the CSB from 2010 through November 7, 2014. An appointment he received due to well documented wide spread corruption in the CSB. Dunn is currently running for a California Congressional Seat.
According to Court documents, and Dunn's Attorney, Mark Garagos, of the firm of Garagos & Garagose, Dunn was terminated by the State Bar, and it's Board of Trustees for "WHISTLEBLOWING" on extensive, long term State Bar involvement in covering up Public Corruption crimes committed by Attorney Bar Members.
Public Corruption involving organized suppression and destruction of citizens complaints against Attorney Bar Members, with full protection from prosecution. Much of which had been previously documented by a two year GTI News Investigation series published in May of 2014. Public Corruption in the CSB, that was a small part, of much larger Law Enforcement and Democrat Organized Crime Operations in California. Public Corruption crimes investigated over a ten year period, involving San Diego County, the State of California, and the Federal Offices of the FBI/DOJ in San Diego. Organized crime that included large numbers of Attorneys, and Superior Court Judges.
One week after Dunn's termination, Dunn filed a law suit against the CSB for "Whistleblower Liability, Breach of Fiduciary Duty, Breach of Fiduciary Duty - Leak, and Intentional Interference With Contractual Relations". A law suit, with sworn testimony, that senior Bar staff had been conspiring to manipulate, and destroy complaints of attorney corruption, to protect the State Bar finances, and advance personal and financial careers of CSB personnel. All in Conspiracy with Board of Trustee members, and other non-board persons, according to Dunn's sworn statements.
GTI News Reporting History on CSB Corruption
In May of 2014, GTI News published a two part series, detailing a two year investigation, to document the CSB's organized suppression of, and destruction of citizens complaints. This conspiracy included systematic obstruction of Media investigations. Complaints involving disbarment level misconduct, and felony criminal conspiracies, connected to large numbers of Public Agency Prosecutors.
All while the CSB actively obstructed any real News Media Investigation. Most News Groups simply looked the other way as usual, because all the criminal were elected officials and Law Enforcement Employees, with Unions that funnel hundreds of millions of dollars through the Media's advertising departments during election cycles.
Through out GTI's investigation of the CSB, multiple senior CSB staff personnel, repeatedly lied about complaints received by the CSB, destroyed all new documentation they received, and aggressively obstructed all request by this reporter to talk to, or communicate with, Executive Director Joseph Dunn, or any members of the Board of Trustees (BOT). Those obstructions included written threats of severe prosecution of this reporter, by the State Bar for any additional contacts, or reporting involving any member of the CSB.
A CSB Panic reaction, and legal threats, without any apparent factual evidence, or obvious motive, until the filing of the Dunn lawsuit, seven months later in November of 2014.
THE LAW SUIT VERIFICATION OF OF GIT NEWS REPORTING ON CSB CORRUPTION
On Nonmember 13, of 2014 Executive Director Joseph Dunn filed suit against the CSB, and Craig Holden, an individual. Craig Holden was the VP of the Bar Board of Trustees (BOT) in early 2014 and was later elected President in September. Holden, a private attorney, is reportedly a partner in the Los Angeles firm of Lewis Brisbois Bisgaard & Smith.
The original Complaint in the Dunn suit was filed under the Whistleblower statutes for wrongful termination, multiple Breaches of Fiduciary Duties, and Intentional Interference with Contractual Relations. Allegations that would be significantly expanded five months later in a First Amended Complaint.
Court complaints are signed by Plaintiffs under "Penalty of Perjury". In short, under oath, Executive Director Joseph Dunn blew the whistle on CSB senior staff, stating the staff had systematically engaged in conduct with:
1. "prosecutorial lapses, and fiscal improprieties"
2. "the unlawful intentional manipulation and false reporting of backlog cases"
3 "the intentional lack of prosecutorial efforts to proactively investigate and prosecute "notario" and lawyer fraud"
4. Chief Trial Council Jayne Kim "unlawfully removed 269 cases from the internal reports", and that "this was done to benefit Ms. Kim in her upcoming evaluation and to fraudulently inflate the productivity of her office".
Sworn testimony that explains why senior CSB staff, and their General Council Thomas Miller, in early 2014, were so panic-ed about keeping this reporter away from Director Dunn with questions, and documentation, that would support Dunn's ongoing investigation of corruption in the CSB. It also explains the CSB General Council's letter threatening severe prosecution, if this reporter attempted any further contacts with Dunn, CSB Staff, or BOT members.
Dunn stated the CSB and its senior staff were intentionally and unlawfully obstructing and destroying complaints against, and prosecutions of, attorney members, while falsifying CSB reports to hide the corruption.
A FULL AND COMPLETE VERIFICATION, UNDER OATH, OF ALL ASPECTS OF GTI'S TWO YEAR INVESTIGATION, AND 2014 REPORTING, ON PUBLIC CORRUPTION COVER UP IN THE CALIFORNIA STATE BAR.
The State Bar is a private organization, run by Attorneys, for the benefit of Attorneys, for money. All Attorneys are Officers of the Court by Law. Citizens complaints that were being obstructed, and buried, were about Public Corruption Crimes by Public Prosecutors and other attorneys. Obstructions that had extensive civil liability for the CSB if they were exposed.
Complaints and documents that included the DDA Ernest Marugg Sex Predator case, and the DDA Anna Winn conspiracy to obstruct Justice with Judge Runston G. Maino. Cases that also involved the premeditated prosecution of innocent citizens to cover up crimes of more attorneys. Complaints and public record documents that were placed in the hands of State Bar Staff, by this reporter, and citizen complaints reportedly filed during the time period of suppression and destruction, described by Executive Dunn (As Previously Reported).
The Dunn complaint also states that Dunn believes Holder, and others were conspiring to have him fired for a variety of personal and professional reasons, and in retailation for Whistleblowing on the corruption. A termination that occurred in early November 2014 as Dunn reportedly BLEW THE WHISTLE ON BAR CORRUPTION. Dunn's complaints states that:
"Holden told several people he was determined "to do something about Dunn", with the clear implication that he was determined to have him fired".
This reporter had several interview contacts with Holder in April of 2014. The GTI News discovery of the Dunn lawsuit documents did more than confirm GTI's reporting. It also raised many new questions. Holder, and other BOT members had been given detailed information on the CSB corruption in April of 2014, as previous reported. All of which was now confirmed, under oath, by the sitting Executive Director of the State Bar Joseph Dunn.
Those questions include, what did those BOT Executive Officials do with the information on CSB corruption, in the seven (7) month period between this reporters notifications, and the filing of the Dunn lawsuit? What did they do in the year after the lawsuit was filed?
Interview request were issued to Holder (current BOT President), Luis Rodriguez (Previous BOT President), and Kelly Emling (Chief Deputy Of the LA Public Defenders Office, and supervisor of Div. Chief Rodriguez). Several days later this reporter received a letter from Holder's Attorney, Moez Kaba of the firm of Hueston Hennigan LLP, of Los Angeles.
A letter with multiple false allegations, that obviously had not been researched prior to drafting the letter. A letter threatening severe legal action for accusing his client, Holder, of illegal activities. A Kaba letter that clearly showed he had not read the articles, or some other issue triggered this unfounded legal threat.
The only reporting GTI News published on Kaba's client, Craig Holder, clearly stated HIGH PRAISE for Holder's professional ethics, and conduct in trying to help this reporter with GTI's investigation of the CSB. Holder was also trying to help this reporter make contact with Executive Director Dunn, as previously reported.

"However, those instructions had not filtered down to Board of Trustees VP Craig Holden. Once contacted, Holden attempted to help this reporter, make direct contact with Bar Executive Dunn. On 4-23-14 at 1025am, this reporter initially contacted Holden, a private attorney in Los Angeles, and found him to be professional, concerned, and helpful. Holden was briefed on the wide spread DDA public corruption in San Diego.
Holden stated he had not heard anything about the DA corruption issues in San Diego, or the the reporting of those issues to the State Bar by GTI News. Holden suggested this reporter contact the State Bar in San Francisco. Holden was advised that all contacts with Bar Media Contact personnel, over a two year period, had been blocked, and there were no call backs. Holden stated, "you need to contact Bob Holly, he's the #2 at the Bar, or Jayne Kim, she is the head of investigations. The number is 800-834-9083." Holder stated he would contact Bob Holly, tell him this reporter was seeking contact, and give Holly this reporters phone number.
Six days later, on 4-29-14 at 1028 hours, this reporter again contacted Holden. Holden was advised there had been no call from Bob Holly, and all new request to talk with Executives Dunn, Holly, or Kim were still being obstructed by Bar Media Contact Bossart. Holden was advised Trustee President Rodriguez had been told, to not talk with this reporter. Holden stated he, "would contact Mr. Dunn to find out what was going on", and would get back to this reporter."
The only thing that has changed with the filing of Dunn's lawsuit, is Holder is now a defendant, being sued by CSB Whistlebower Executive Director Dunn. A law suit with sworn allegations that CSB attorneys, BOT Officials, and staff personnel were conspiring to suppress and destroy citizen complaints, on criminal activities, involving Public Agency Prosecutor Bar Members. Allegedly, to advance their careers in the CSB.
More importantly Holder's Attorney Kaba, knew that this reporter was an "Eye Witness", to the facts that Holder was informed about the CSB suppression, and destruction of Bar Complaints, seven months before the Dunn Law Suit was filed, as previously reported. Kaba also stated that Holder will not be responding to questions from this reporter.
The Kaba letter references the previous 2014 threatening letter from CSB General council Thomas Miller, who was aggressively trying to shut down GTI' investigation of the CSB in early 2014. An investigation to document the same CSB conduct, now verified by Executive Director Dunn's sworn testimony. A threatening letter that made it very clear the CSB did not want this reporter talking to Executive Director Dunn.
Miller was originally hired by Director Dunn. In late November 2014, shortly after Dunn filed his law suit, Miller was reportedly, unexpectedly replaced as General Council by Larry Yee, according to bar sources. This reporter has not found any explanation for the sudden replacement of Miller, other than he was hired by Dunn, he knew about the CSB corruption long before the lawsuit was filed, and he aggressively tried to suppress investigations, on the destruction and manipulation of CSB complaints, and records.
Los Angeles Division Chief Public Defender, and former President of the BOT, Luis Rodriguez, has not responded to this reporter's request for an interview, as of the date of this publication.
Rodriguez is a PD Division Chief, and who was President of the BOT in 2013 and 2014. Rodriquez, like Holden was given extensive details on DA Prosecutors conspiring with Judges, and law enforcement officers, to tamper with evidence in the Superior Courts. Public Defender, BOT President Rodriguez appears to have done nothing. There is no observable evidence that Rodriguez did anything in the seven month period, between this reporters notifications, and the filing of the Dunn lawsuit.
Kelly Emling, Chief Deputy of the LA Public Defenders Office, and supervisor of Rodriguez was also given extensive details on this reporter's investigation of the CSB, and it's links to PD Rodriguez. There is no evidence that the LA Public Defenders Office has taken any actions following this reporters notifications, or the confirmation of those notifications, seven months later in the Dunn Lawsuit.
Notifications involving extensive Judge, Prosecutor, and law enforcement Officer evidence tampering, and conspiracy to obstruct justice in San Diego and Los Angeles Counties.
Unfortunately it is exactly the same type of criminal cover up observed, and reported on in the San Diego Public Defenders Office. Public Agency Offices that are publicly financed, with a mandate to protect the legal rights of citizen defendants. Public Agencies either to lazy to do their jobs, or too corrupt.
The Executive Director Dunn court documents also stated that Chief Trial Council Jayne Kim "unlawfully removed 269 cases from the internal reports", and that "this was done to benefit Ms. Kim in her upcoming evaluation and to fraudulently inflate the productivity of her office".
Dunn continues with "Ms. Kim's conduct did not involve a few isolated incidents but was shockingly rampant."
Once again Executive Director Dunn is confirming the May 2014 GTI News reporting that complaints involving felony criminal conduct by Prosecuting Attorney Bar Members was being buried, and destroyed, for personal and financial reasons.
This included the case of a Senior Fraud Prosecutor, described as a Sex Predator, with a documented list of 36 female victim/witnesses, and more than a dozen Prosecuting Attorneys at the local, County, and State level directly involved in large scale evidence tampering, and conspiracy to obstruct justice, in San Diego County criminal prosecutions. Prosecutions in the Superior Courts, that involved the active participation of judges, as reported by GTI News.
Through out GTI's two year investigation, multiple senior CSB Communications Media Directors (CM) repeatedly stated that documents on corrupt attorneys, supplied by this reporter, had been given to Jayne Kim, as the head of CSB Investigations. Always with CM assurances, that Kim would contact this reporter as soon as she had time to investigate the documents. Calls that never came.
According to Dunn, all of this complaint and document destruction, and suppression of prosecutions, by KIm, and others, was ongoing during the time period of GTI's investigation, with multiple documented submission of Public Record Evidence Documents, on the Prosecuting Attorney Public Corruption in San Diego County.
THE DUNN REVELATIONS ALSO PUT THE JUDICIARY INTO PANIC MODE
This type of Public Corruption, and it's cover up does not occur in a vacuum. It requires the aid and support of multiple law enforcement and Judicial Agencies, and the CSB criminal corruption is no exception. Even the California Supreme Courts, and the Judicial Commission were notified, by this reporter, about the CSB corruption, months before the Dunn lawsuit was filed.
GTI's investigation has disclosed, when the Dunn Court Complaint went public, the California Judiciary was scrambling to shut down the Public litigation, and force the lawsuit into Arbitration. In Arbitration all information on Public Corruption, especially when it involves large number of Prosecuting Attorneys, and Judges, could be sealed. Which is exactly where the Judicial Commission, and the Supreme Court wanted the Dunn lawsuit. Especially with CSB corruption links to Superior Court Judges, and the Judicial Commission's documented prior knowledge of the CSB corruption.
In May of 2014, with GTI's corruption documentation submissions disappearing from the CSB on a regular basis, and later Communications Media (CM) Directors accusing this reporter of falsifying delivery documents, this reporter took out an insurance policy, so to speak. The documentation on CSB Attorney Corruption, which also included Superior Court Judges, as previously reported, was also filed with the California Commission on Judicial Performance.
In April 2014, this reporter, in accordance with Judicial Commission rules and instructions, filed written complaints with documentation on the ten year corruption investigation in San Diego County, and the CSB, as it relates to three Superior Court Judges. The filings were sent with signatures required to confirm receipt. These filings, like the notifications to State Bar BOT Executives, and others, were six months before the Dunn lawsuit was filed, and went public.
The only response from the Judicial Commission was a short letter stating that nothing would be done. When the Dunn complaint went public in November of 2014, the Judiciary knew they were on the hook, and immediately started pushing Dunn to Arbitrate, where the Judiciary's prior knowledge of the CSB corruption could be buried, along with all other evidence of Law Enforcement Public Corruption.
Dunn's FIRST AMMENDED COMPLAINT CONFIRMS JUDICIAL OBSTRUCTION OF JUSTICE
The hard evidence of the Judicial push for arbitration is in the April 29th, 2015 filing of the First Amended Complaint, by Dunn's Attorney, Mark Garagos. The first two pages of the amended complaint are an all out argument to "OPPOSE A FORCED ARBITRATION", that would literally put a "Judicial Gag Order" on Dunn's testimony, and the massive Public Corruption cover up. On May 3, 2015 the Courts rejected the Dunn motion, and ordered the litigation case into Arbitration.
It took five months for Dunn's Attorneys to investigate, prepare, and submit the First Amended Complaint to the Courts, opposing Arbitration, and expanding allegations of corruption. It only took five (5) days for the Courts to reject the legal arguments, and order a forced Arbitration. Two days of which were weekend days. Courts long known for their inefficiencies and delays, reacting like an express train is extraordinary. However, when the Criminal activities of the Courts, and the California Justice system are exposed so clearly, with supporting evidence, as in the Executive Director Dunn revelations, supported by GTI's two year investigation, self protecting Courts can obviously react with lightening speed.
Since the Courts forced the Dunn litigation into Arbitration, as predicted, all public information has dried up, and the major News Media Groups have remained silent, as usual, when the corruption involves Law Enforcement. That silence includes the Voice of Orange County (VOC). An investigative news group, founded by CSB Executive Director Dunn, and where he was a Board Executive until recently. An investigative News group with an Editor named David Washburn, that has spent much of his career with News Organizations know for avoiding reporting on Law Enforcement Public Corruption. The VOC is refusing all comment, and GTI is investigating.
The Dunn 1st Amended Complaint also contains expanded allegations against BOT President Craig Holden, and others.
"Defendants Craig Holden's conduct is part of an effort to usurp executive authority in the State Bar and has cleared the way for Defendant Holden to assume control over the State Bar's executive functions."
The complaint also alleges that other "Whistleblowers", reporting on the CSB corruption, were being targeted for punishment.
"the State Bar has recently targeted some of the Whistleblower DOES 1-7 with various degrees of discipline and retaliation because they corroborated and identified the same conduct Senator Dunn complained of and joined in the whistleblower notices to the State Bar."
According to Dunn, there are other witnesses to the CSB suppression and distruction of complaints against Attorney Members, and they are under attack. This is a coercive tactic that this reporter has documented on previous public corruption investigations involving law enforcement criminal activities, and its cover up in San Diego County. History shows the civil rights of these Whistleblower victims will be buried in Arbitration, with the Public Corruption.
The complaint also cites from Dunn's Termination Notice Letter, allegedly sent by BOT President Craig Holden.
""The termination letter demanded that Senator Dunn not speak with the press or public if he desired to negotiate a "mutually acceptable (severance) agreement""
Another tactic observed, and documented in other law enforcement public corruption investigations, and their cover up. The message is clear, if you want the Money, your license to practice law, and avoid Jail, keep your mouth shut. Most important DO NOT TALK TO ANYONE IN THE PRESS that might cover the story, and there are many News Groups both National and Local, with Reporters that look the other way for Money, and Job Protection. This CSB investigation is no different. There are News Organizations and Reporters connected to the CSB, Dunn, and the cover up of Public Corruption, that are currently under investigation by GTI News, and this reporter.
This reporter has been investigating, documenting, and reporting on Law Enforcement Public corruption crimes for more than ten 10 years. Felony crimes involving hundreds of Law Enforcement Officers, Firefighters, Public Prosecutors, Judges, Elected Officials, and even FBI Agents. Documented felony crimes, that range from evidence tampering, election fraud, insurance fraud bribery on a State Wide scale, obstruction of justice, civil rights violations, and Court Integrity Corruption, to Rico Violations. Public Corruption so extensive it qualifies as Organized Crime.
Three senior San Diego Prosecutors, and one Senior Assistant Attorney General have quickly, and quietly resigned, when caught by GTI News, with enough evidence to put them, and the Prosecutors, Judges, and Cops they conspired with, in Prison.
