In June of 2010 the Oceanside Police and Fire Departments election fraud conspiracy went pure criminal $$$gold, with the election of the Police and Fire union's "Hired Gun" Charles Lowery, to the Oceanside City Council. The conspiracy was to buy a guaranteed union majority vote, by whatever means, on the Oceanside City Council, before the 2010 council vote, on an expanded union contract. The fraudulent recall election cost Oceanside citizens a reported half million dollars in just election cost. Money they did not have with existing budget deficit estimated between three and four million dollars. A deficit that would increase dramatically if the new expanded Police and Fire Departments contracts were approved.

THE CORRUPTION HISTORY
The Police and Fire Departments conspiracy had multiple fronts of attack, which required the direct participation of long time "hired gun" Council members Mayor Jim Wood, and Deputy Mayor Esther Sanchez. The Police and Fire Departments would go after Council member Kern, with a secretly financed fraudulent Recall Election, while Oceanside Police Officers protected the election tampering from investigation. The on going Police and DA evidence tampering cover up would assure the cooperation of the District Attorneys Officer in suppressing citizen criminal complaints.

Mayor Wood, and Council member Sanchez would provide local political protection, from citizen complaints, and assist Oceanside Police in obstructing criminal investigations. Mayor Wood, and Council member Sanchez would also have to find ways to intimidate, and silence, Council member Kern's supporters, Council members Rocky Chavez, and Jack Feller.
As the police and fire departments activated the recall election fraud against Council member Kern in January 2009, they saturated the mail and local newspapers with fraudulent attack ads to prep citizens for a phony recall petition signature drive. At the same time the police and fire departments secretly hired the commercial company, The La Jolla Group, to take advantage of citizens confusion, and obtain sufficient signatures to put the Kern Recall on the November 2009 Ballot. Police and Fire co-conspirators in key union PAC's falsified campaign finance records to hide the dirty money trail from the Police and Fire Public Unions into the Kern Recall Election. Mayor Wood and Deputy Mayor Sanchez had previously gone after Council member Chavez. The attack was to place Chavez, and his family's financial future, in jeopardy. It would also send a clear message to Council member Feller to keep his mouth shut, or he would be next.
Council member Rocky Chavez's primary source of income was working as the head of an award winning Oceanside charter school. A charter school that had lost it's lease at Mira Costa College, and had to move, or close down before the start of the 2006 school year. Even though the planning commission had approved the move to a new site in Oceanside, Mayor Wood, and Council member Sanchez continually obstructed the approval process, as a warning to Chavez, to keep his mouth shut on future OFA criminal operations, like the Kern Recall, and on numerous continuing citizen complaints of police, fire, and council member corruption. Many of the complaints were directly related to the Recall Election fraud, and massive Police Evidence Tampering that would adversely impact the Oceanside Police and Fire Departments public image in the middle of union contract negotiations and the ongoing election fraud conspiracy.
Mayor Wood and Council Member Sanchez had the power to financially destroy Council Member Chavez and his family in a matter of months. The coercion conspiracy worked like a swiss watch. Dozens of oral and written complaints of criminal violations, with documentation, were filed with the City Council and the Oceanside Police, between March and December of 2009. All complaints and investigations were suppressed by Mayor Wood, CM Sanchez, and the Oceanside Police, as Council members Kern, Chavez, and Feller remained silent. Even the Oceanside Fire Chief resigned, and left town, as more and more election fraud evidence, involving the Fire Department surfaced in the local news media. As payment, Mayor Wood and Council member Sanchez received tens of thousands of dollars in continuing campaign finance money, and highly valued endorsements, from the Police and Fire Departments, and their unions. The money flowed even thought neither Wood or Sanchez was up for re-election for several years.

Charles Lowery was narrowly defeated in the November 2009 Kern Recall Election Fraud. The local news media had dug up, and reported on enough of the criminal corruption to warn Oceanside Citizens about the criminal election fraud conspiracy.
However, the direct financial attacks on CM Chavez, by Mayor Wood and Council Member Sanchez, with the massive financial support, and criminal protection of the Police and Fire Departments, was a terrorizing blow to CM Rocky Chavez, and his family. The Kern Recall election fraud conspiracy was narrowly defeated in 2009, however, Chavez immediately announced he would resign from the council. The early resignation would re-opened the public treasury door, to assault by the Police and Fire Unions. Chavez, literally running for cover would give the Police and Fire Fighters a second chance to seize control of the public treasury, in another special election mandated by Chavez's resignation. The Police and Firefigher new union contracts were forced into a hold in the first half of 2010 by a Council Vote now split 2 to 2.
The election attacks, and Chavez's resignation to protect his family's financial future, also sent clear messages to Council Members Kern and Feller. The Police and Firefighter election fraud had the full support and protection of the San Diego DA's Office, and the California Attorney General Jerry Brown. If you Kern, or Feller stepped out of line again, Mayor Wood, CM Sanchez, and the Police and Fire Departments would financially, and politically destroy them, and their families. Kern, and Feller totally abandoned their legal, and ethical obligations to report the election fraud, and call for criminal investigations of the Police and Firefighter, to protect the citizens of oceanside. Kern and Feller ran for cover, and kept their mouths shut, in the hope that Charles Lowry would lose again, in his second run for office, in the new special election.
For more than a year, all council members had consistently ignored all public record evidence, citizen complaints, and news media reports of criminal corruption in the Police & Fire Departments, the election fraud, the Police Department evidence tampering, and the State financed insurance fraud of citizens. All of which had direct adverse financil impacts on Oceanside's citizens.
They all became co-conspirators and obstructed justice in the cover up, and fraud of Oceanside Citizens to protect their political and financial careers. The Oceanside City Council members suppressed more than twenty public criminal complaints given in open council meetings, while the Oceanside Police and Fire Departments criminally defrauded Oceanside citizens of millions of dollars, and Police seized and threatend citizens that complained in public. The conspiracy was protected by assaults, intimidation, false arrest, and false prosecution of citizens to suppress complaints and protect the future union contract benefits.
THE CHAVEZ RESIGNATION SUPPORTS THE CONSPIRACY
In December 2009, one month after the failed recall election, Council Member Rocky Chavez, left office, and quickly left the City Of Oceanside. Former Marine Rocky Chavez, like Kern and Feller, not only abandoned his obligations to protect Oceanside Citizens, Chavez also abandoned his legal obligations to protect local Marines and their families from state financed criminal insurance fraud, and left Marines exposed on the field. Council Member Rocky Chavez had to choose between protecting the financial future of his family, and his legal and ethical obligations to Oceanside citizens and veterans. The real tragedy for Marines & Veterans is Chavez ran away to take a job with the California State Veterans Office.
Chavez's hasty resignation, and flight from the city, kicked down the locked door to the public treasury, for the corrupt Oceanside Police and Fire Departments. The required special election, to fill the remaining year of Chavez's council seat, was scheduled for June of 2010. Chavez's panic departure left the citizens of Oceanside in limbo for six months with a another deadlocked two to two split vote on the council.
Charles Lowery was once again selected, and financed by, the Police and Fire conspirators, with the political protection, and help of police attack dogs, Mayor Wood and Council Member Sanchez. Chavez was gone, and Kern and Feller were operating in fear of Mayor Wood, Council Member Sanchez, and the Police and Fire Departments. The Kern Recall defense had exhausted the finances of most of the citizens political action groups. The exception was the highly paid police and firefighters, their unions, and other supporting public & private unions. The public unions had abundant cash, from tax based fat union contracts, and the drive to protect union turf, and expanded access to and control of the public treasury.
This time "hired gun" Charles Lowery was narrowly elected to the council. Lowery was only elected to fill out the remaining six months of the Chavez term. The Police and Fire Departments now had a lock on three votes, for at least six months to get their new expanded union contracts approved. Mayor Wood, CM Sanchez, and Police and fire union negotiators, that had long been quiet and patient, now moved into high gear, with a full rewrite of the contract.
In September 2010, the newly elected Council Member Lowery, paid off the police and fire departments, by providing the critical swing vote, on the new highly expanded, Police and Fire Union contract. The vote even gave the Fire Department the power to determine it's own staffing. Power that has previously been reserved to the citizens and their elected representatives. The City of Oceanside has a operating deficit for the coming years approaching an estimated 10 million dollars, and no hope of increased revenues, is projected for years to come. Most of the current deficit, is due to existing obligation on the current Police and Fire union contracts. City deficits increase, while the Oceanside Police and Fire Departments are criminally tampering with elections, and defrauding the citizens that pay the bill, while they protect each other from criminal investigations and prosecution.
