The Oceanside Police Public Corruption, and its cover up, is looking more like a CHINESE FIRE DRILL, ON A MERRY GO ROUND, than a Police Department.

You need big name tags, and a computer print out, to keep track of all of the Dirty Cops and DA's, and who is covering up what felony, for what Dirty Cop or DA, in what criminal investigation. One felony crime by an Oceanside Cop or DA, keeps morphing into second, and third layers, of other felony crimes, by other Cops and DA's, to cover up the first and second layers of felony crimes. In a Keystone Cops movie, it would funny, but in real life, it embarrasses the hell out of this former Police Officer Reporter.

This time the Oceanside Police public corruption cover up directly involves Capt. Ray Bechler, the head of the Oceanside Police Department's Investigations Division. This next level cover up involves another internal police conspiracy, in the Police Sgt. Walter McWilson embezzlement case. An investigation in which the lead Oceanside Police investigator Det. Mike Brown, conspired with lead Prosecutor DDA Anna Winn, to cover up the felony crimes of Police Sgt. Walter McWilson. Now Capt. Bechler wants to cover up Det. Brown's conspiracy with DDA Anna Winn. The Oceanside Police cover ups just keep expanding.

Every time an Oceanside cop is caught red handed, involved in felony crimes, there is also a San Diego District Attorney directly involved in the conspiracy, or its cover up. When the corruption is exposed, Police and DA's quickly fall into line, to support the cover up, and obstruct all investigations.

The News Media incompetence, or CRIMINAL NEGLIGENCE, is once again front row center, avoiding reporting on very obvious First Responder felony public corruption. News media groups openly falsify reporting, while Police and DA's treat the felony crimes, of other Police and DA's, like a short term news cycle, and scramble to suppress complaints.

Capt. Ray Bechler Obstruction Of Justice

On Thursday 8-15-13, at 3:15 PM, this reporter contacted Capt. Ray Bechler, head of the Oceanside Police Investigations Division. (CONTACT AUDIO RECORDED FOR VERIFICATION OF NOTIFICATION).

Capt. Bechler was told that this reporters investigation of the 2010 conviction, of Police Sgt. Walter McWilson, for felony receiving stolen property, had disclosed an Oceanside Police-DA conspiracy, to cover up McWilson's crimes, and protect him from arrest, for more than a year. Bechler was advised a GTI News article on the Brown-Winn conspiracy would be published in the near future. Bechler was given a copy of the McWilson Arrest Warrant Court Document, written by lead investigator Det. Mike Brown, and signed under penalty of perjury by Brown, and lead Prosecutor DDA Anna Winn.

 

 

DET. MIKE BROWN - DDA ANNA WINN

Det-Mike-BrownDDA-Anna-WinnBechler was told the Arrest Warrant laid out in detail, by date, and crime, how Det. Brown had know about Sgt. McWilson's involvement in an embezzlement conspiracy for more than a year. The document described, how Det. Brown had protected McWilson from arrest. The accuracy of the document was sworn to by lead prosecutor DDA Anna Winn, and filed with the court, before arresting Sgt. McWilson.

Capt. Bechler was observably uncomfortable, with the idea that the evidence of the OPD police felony conspiracy was not only in writing, it was written by Det. Brown, and sworn to under penalty of perjury. Capt. Bechler started by explaining that he had been with the OPD for only eighteen month, and was not fully familiar with the McWilson investigation. Bechler also questioned this reporter about why GTI News would be investigating a police conspiracy, that occurred more than three years earlier, as if the time interval made a difference. Bechler was advised the Det. Brown, DDA Winn conspiracy, was just one of a number of continuing Oceanside police corruption cover up conspiracies, that GTI News had been investigating. Bechler was told, that those continuing investigations, had only recently exposed the Arrest Warrant Document that detailed the conspiracy. Bechler was also given details of Det. Brown's past history of covering up crimes by other OPD officers, involved in the cover up of a DA insurance fraud scheme.

As supporting evidence, Capt. Bechler was briefed on the details of the ongoing Chief Frank McCoy conspiracy, to obstruct justice in the Sgt. Larson criminal investigation, the Officer Damon Smith evidence tampering cover up, the Officer Jon Domonique evidence tampering cover up, their connections to the Oceanside Police Firefighter Election Fraud Conspiracy, and other crimes.

On multiple occasions Bechler tried to end the conversation, the review of supporting evidence, and the interview. Bechler continued to suggest this reporter contact anyone, except him, including the DA's office, and even the California Attorney General.

Capt. Bechler eventually stated he would need time to review the Arrest Warrant document, and any information this reporter had published on the other cases. Bechler was given this reporters card, with the web site address of GTI's on-line publications. Bechler was told that all articles, and supporting public record documents, were posted on GTI's News's web site, and that he should not hesitate to contact this reporter for additional information. Bechler stated he would review the arrest warrant document, and requested this reporter contact him again the following week.

On 9-3-13, after nineteen days of no response to messages requesting contact, this reporter was able to contact Capt. Bechler via phone. Bechler stated the Det. Brown, DDA Winn felony conspiracy to obstruct justice, and cover up Sgt. McWilson felony crimes was, "Old News", and there would be no OPD investigation.

Bechler stated he saw no evidence that Chief McCoy and senior OPD officers had conspired to destroy evidence and suppress investigations in the Sgt. Larson criminal investigation. Bechler stated the only problem he saw in that investigation was Officer Garcia's conduct in blowing the whistle. There was no reference to the Officer Garcia audio recording of senior officers conspiring to cover up Sgt. Larson crimes. Capt. Bechler's statements made it clear to this reporter, that felony crimes by OPD officers, that went undiscovered in news cycles, was as good as a get out of jail free pass, for OPD Officers. Further, Capt. Bechler's views indicated that Officers like Garcia, that report the crimes of fellow officers are the problem, and the officers that commit the felony crimes, should be protected.

This reporter asked Capt. Bechler if he "Was Comfortable Linking His Name And Reputation" to the cover up of such wide spread police public corruption? Bechler stated his decisions, had nothing to do with his name and reputation. This reporter reminded Bechler that the law, and the Penal Code, defines "Co-conspirators" as anyone that tries to cover up, or conceal the crimes of others, and to do so was obstructing justice.

Co-Conspirator (Accessory)
In common law, an accessory could not be found guilty unless the actual perpetrator was convicted. In most U.S. jurisdictions today, however, an accessory can be convicted even if the principal actor is not arrested or is acquitted. The prosecution must establish that the accessory in some way instigated, furthered, or concealed the crime. Typically, punishment for a convicted accessory is not as severe as that for the perpetrator
An accessory after the fact is someone who knows that a crime has occurred but nonetheless helps to conceal it. Today, this action is often termed obstructing justice.
In Criminal Law, contributing to or aiding in the commission of a crime. One who, without being present at the commission of an offense, becomes guilty of such offense, not as a chief actor, but as a participant, as by command, advice, instigation, or concealment; either before or after the fact or commission.

Capt. Bechler was advised this definition was especially true for Police Investigation Captains, covering up the crimes of Police Investigators, from their own investigations division, even when they feel it was "Old News". Capt. Bechler did not like the comparison, or the idea that his name would appear in the reporting.

This Oceanside Police multi-layer public corruption, and its cover up is not unique to the Det. Brown - DDA Winn conspiracy in the Sgt. McWilson embezzlement conspiracy. The OPD Sgt. Larson DUI criminal cover up conspiracy is almost identical, except for the names. OPD Sgt. David Larson is caught drunk driving, and throwing his beer cans out the window in local residential areas. When the OPD confirms Larson's criminal involvement, a second level criminal conspiracy activates, which includes Chief McCoy, multiple senior officers, and even the communications personnel. All of which start conspiring to destroy the evidence of Larson's crimes, suppress the criminal investigation, and alter communications records to support the conspiracy.

When the investigating officer Garcia blows the whistle on the conspiracy, a third level criminal conspiracy is activated in the Oceanside City Attorneys Office. A conspiracy to hide the audio evidence recorded by Garcia, of the second level conspiracy, to protect Sgt. Larson. This is accomplished by threatening witnesses, which is racketeering. Officer Garcia and his attorney are threatened with criminal prosecution, if they reveal evidence of OPD officers, conspiring to cover up the criminal conduct, of other OPD officers, and Capt. Bechler thinks Garcia is the problem.

The DA's Office, as usual, looks the other way to protect their own criminally corrupt DDA's that are directly connected to other OPD officers. The same multi-level public corruption cover ups occurred in the OPD Officer Smith Evidence Tampering and the OPD Officer Jon Domonique Evidence tampering, with DDA's Rodriquez, and Gunn. Just one corrupt CHINESE FIRE DRILL AFTER ANOTHER.

 

THE DA'S OFFICE RESPONSE TO THE WINN - BROWN CONSPIRACY TO OBSTRUCT JUSTICE

On 8-21-13, one week after contacting Capt. Bechler, this reporter contacted the District Attorney's Office in San Diego, Ca. DA reception was told the contact regarded a DA - Police conspiracy to cover up Police Corruption in Oceanside, Ca. This reporter was contacted by a DA Investigator that identified himself as Walter Escobar (AUDIO RECORDING).

DDA ANNA WINN

DDA-Anna-WinnInvestigator Escobar, as with OPD Capt. Bechler, was given the details of the DDA Winn - Det. Brown conspiracy to cover up the criminal conduct of OPD Sgt. McWilson, and a copy of the Arrest Warrant Document evidence. Escobar only wanted to know why this reporter was giving him the documentation, and made it clear he did not want to be involved. Escobar was informed that this reporter wanted to watch, and see if the DA's office would try to cover up the corruption of DDA Winn, as they had done on previous occasions with DDA Laura Gunn, DDA Daniel Rodriguez, DDA Ernest Marugg, and DA Dumanis. Escobar was also advised this reporter wanted an interview with DA Dumanis regarding all of the above DDA corruption cases.

Escobar was given details on each of the DA corruption investigations, and copies of evidence documents from the DA's files, that verified the corruption cover up, on the DDA Marugg conspiracy, and the DDA Laura Gunn - DA Dumanis conspiracy in the Cynthia Sommer Murder case obstruction of justice.

Investigator Escobar assured this reporter, that the documentation and information would be given to the appropriate people. Escobar did not want to be contacted in the future, and refused to provide an e-mail address for additional information on the crimes, in the form of links to public record evidence. Escobar would not commit to any follow up with this reporter. Over the following eight days a series of phone messages were left for Escobar requesting contact, and info on what he did with the documentation evidence, provided to him on the 8-21-13. All contacts resulted in no call backs.

On 8-29-13 Escobar was contacted by phone. When questioned, Escobar stated he had given the criminal evidence documentation to DA Media Contact Director Steve Walker, and no one else. Escobar could not explain why physical evidence of DDA felony crimes, was only given to the DA's Media contact person, and not given to the DA's Internal Affair Special Operations Division. Escobar stated he had no additional information, and ended the conversation.

DA MEDIA CONTACT DIRECTOR STEVE WALKER

This reporter immediately started leaving phone messages, and sending e-mail to Mr. Walker, requesting contact, regarding the documentation and information, he had received from Investigator Escobar. For sixteen days there was no response from Mr. Walker. On 9-14-13 this reporter decided to make the call through the main DA Office operator, and Mr. Walker picked up the phone. When questioned on the multiple phone and e-mail messages, Mr. Walker stated he had just been to busy to return the calls. Walker confirmed receipt of the documents and info from Inv. Escobar. Walker would not say what was done with the documentation, or if it had been forwarded to anyone else in the DA's office. Walker would not confirm any investigation.

Walker refused all offers from this reporter to come in, and provide additional information, and all request for interviews with DA Dumanis were ignored. During the 9 minute conversations, Walker was provided details on the DDA's Gunn, Rodriguez, and Marugg resignations, that occurred following reporting by GTI News. Walker's only comment was that DDA Gunn had just retired, and he could not currently discuss the complaint, or documentation.

Walker was questioned on how long this reporter should wait to follow up, and get answers to the questions. Walker stated he saw no reason for this reporter to follow up at any time in the future, and Walker stated he did not think it would do any good to try. This reporter found Walker's statements very interesting, as Mr. Walker is reportedly a former "Veteran Journalist", according to the DA's office press release dated 1-3-07. Walker was reportedly a news anchor and reporter with NBC 7/39, which is one of the local TV news stations directly involved in covering up years of Oceanside Police and DA public corruption. NBC/739 reporters also protected other local and national news groups from exposure, for directly conspiring with Oceanside Police, in a $5 Million dollar election fraud conspiracy. Walker was questioned about his career as a journalist, his lack of cooperation on public corruption investigations, and how he reconciled those conflicts. Walker had no comment.

NEWS PRESS CORRUPTION COVER UP EXPOSED AGAIN

A review of reporting on the OPD Sgt. McWilson Arrest in 2010, done by The San Diego Union Tribune, NBC 7/39, ABC, CBS, Fox 5, KUSI 9, XETV 6, and other so called news groups, revealed more evidence of the News Media Public Corruption cover up in the Sgt. McWilson conspiracy. All of these local news groups covered the Sgt. McWilson arrest, and even quoted from the Arrest Warrant Document in their reporting. Any high school student that read that Arrest Warrant, would immediately recognize multiple admissions of criminal conduct, by then Det. Brown, now DA Investigator Brown, and DDA Winn. Admission of criminal conduct, all sworn to under penalty of perjury.

Not one, so called "Professional Reporter", picked up on, or reported on, the obvious Police and DA Criminal Conspiracy To Obstruct Justice, that was detailed in that ARREST WARRANT DOCUMENT. In the first three paragraphs, of a three page document, this reporter already knew a police corruption cover up was underway, and the remaining three pages of the document confirmed additional felony crimes.

This reporters coverage of five year of Public Corruption involving the News Media has once again confirmed some obvious facts. Large numbers of reporters were either so incompetent, they would not know a news story if it bit them in the ass, or they were co-conspirators to the cover up of massive public corruption. This reporter does not believe they were all that incompetent.
